Thompson and Ranville were summoned to appear in court 9/5/07 in Jackson County Circuit Court in Independence, Division 33. Results: Ranville - continuance. Thompson - continuance.
Thompson and Ranville appeared in court 10/17/07 in Jackson County Circuit Court in Independence, Division 33. Results: Ranville - continuance. Thompson - continuance . Next court date: 12/19/07. Results: Matt Ranville pleaded not guilty– case goes to the Grand Jury – another hearing is scheduled for January 23, 2008. Janine Thompson – case goes to the Grand Jury – continued until February 6, 2008. Both were indicted by the Grand Jury.

Matt Ranville did not show for his hearing (1/23/08), Matt's hearing was continued to 1:30pm on February 20, 2008 and Janine Thompson was continued to 1:30pm on March 26, 2008 at the Jackson County Circuit Court in Independence, Division 33. Results: Thompson was continued to May 14th.
Janine Thompson was a no-show for her May 14th hearing. Which was rescheduled for May 21st, where her court date was set for August 22nd.
Matt Ranville plead not guilty on Feb. 20, 2008. Matt's hearing was held over till 1:30pm on April 23, 2008 for a preliminary hearing with a judge and no jury.
The April 23rd hearing for Matt Ranville was moved up to April 2nd, in a surprise move. Matt Ranville pleaded not guilty and a new hearing date was set for August 22nd along with Janine Thompson.

Civil case was settled in favor of the plaintiffs. The election fraud hearing will be January 27, 2009. Then the election fraud hearing was moved to January 23, 2009. Results: Matt's and Janine's hearings were continued to a future date in February. Janine Thompson did not show for her court date and a warrant was issued. Matt Ranville's court date was reset for a jury trial on July 27th 2009.

CDBG Event Schedules

2009-10 CDBG Program Year application process started late January 2009. The following list of upcoming events and meetings as associated with the review and approveal process of the applications for CDBG funding in the coming Program Year.

Application Submission Deadline: 5:00 P.M. Friday, Februrary 27, 2009. Application must reach the City Hall by 5:00 P.M. of the deadline date or be posted marked before 5:00 P.M. on that day.

City Council CDBG Committee public hearing on applications and recommended CDBG budget. 3:30 P.M.,Wednesday, March 25 , 2009

The CDBG Committee will hear presentations of applications and approve a recommended CDBG budget at this hearing for the full Council to consider adoption by ordinance.

Planning Commission Continues Wind Turbine Systems Proposal to April 14, 2009.

On March 24, the City of Lee's Summit Planning Commission continued the proposed amendment that would allow alternative energy sources to operate in Lee's Summit. The proposal is specific to wind turbine systems that provide electricity for residential, commercial and industrial areas of the community. The Planning Commission continued the item to the April 14 Planning Commission meeting.

A Public Hearing for this proposal is tentatively scheduled to be heard by the Lee's Summit City Council at the May 7 City Council Regular Session.

Public input is encouraged at both the Planning Commission and the City Council meetings.

**FYI: Any R-7 school district projects DO NOT need city council approval because they are a state entity. The school projects must only pass the Planning Commission for site approval. To voice your opinions, you must got to the school board meetings and/or the planning commission meetings, that is where the decisions are made. Hilton Road Ordinance was approved for transfer of ownership from the R-7 school district to the city, making the now private street a public access street. Kathy voted against the transfer of ownership.

Lee's Summit 360 in Final Stages of Strategic Planning Process:
Posted: 04/07/2009 on the city's website. In 2008, the City engaged a diverse group of citizens to become actively involved in defining the strategic vision for the future of Lee's Summit. The group, known as "Lee's Summit 360º," met on March 31 for their final reporting session, after a 10-month process.

Kathy's Corner

Goals for the upcoming year will be to continue working for a safer/greener Lee's Summit and to resolve storm water issues. This will take all of us working together in a unified effort, one day at a time to achieve our goals.

I will continue to keep my e-mail and phone available to all in this great city who would like to voice their concerns.

With the annexation and our constant internal development, we will continue to feel the pains of growth. No pain, no gain, but I will work to keep the pain to a minimum with controlled growth.

Out of chaos comes positive change.

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM(CDBG)

The City of Lee's Summit has approved funding for a Minor Home Repair program to be undertaken this summer. To date, over 130 properties have been improved with grant funds obtained through the Department of Housing and Urban Development's Community Development Block Grant program.

Minor Home Repair Program

The emphasis of this program is on neighborhood conservation, and only minor exterior home repairs will be eligible. The program will encourage a high level of maintenance among property owners in a neighborhood by providing a grant to help cure the most visible home defects which may adversely affect the value of the home as well as surrounding properties. Only single family owner-occupied residential units will be eligible for this program. Eligible repairs include the following:

    * Repair of Windows and Doors

    * Roof Repair

    * Paint

    * Repair to Porches and Steps

    * Repair to Exterior Foundation Walls

    * Exterior Walls and Trim

Only low-to-moderate income homeowners will be eligible based on total household income.

The Community Development Block Grant (CDBG) program by the Department of Housing and Urban Development (HUD) is now accepting applications. Please consider applying for this year's grant. The City of Lee’s Summit was awarded $309,700.00 in 2008-09 program year. The City’s 2009-2010 CDBG grant amount is yet to be announced by HUD.

During the month of February 2009, the City will be accepting applications for programs and projects sponsored by eligible public agencies or not-for-profit organizations to be funded through the CDBG program in the next program year (July 1, 2009 through June 30, 2010). For-profit entities may be eligible for consideration if their proposed programs or projects serve a public purpose and meet the national objectives as well as the City’s CDBG Consolidated Plan objectives. Programs and projects that will be considered for funding must serve a public purpose and meet at least one of the national objectives. If you have questions about the CDBG program or would like to receive an application, please contact Jennifer Thompson or Christina Alexander at 969-1600 during business hours (8-5 Monday through Friday, except holidays).


This a program to A) Benefit low-to-moderate income (LMI) persons; B) Prevention/Elimination of slums or blight; or, C) Address a particularly urgent community need (disaster response). A hard copy of these documents may also be obtained by contacting the Planning & Development Department (816) 969-1600 during our business hours.
The current income guidelines for the Kansas City Metropolitan Area are from, 1 person household making up to $38,300, to, 8 persons household making up to $72,250. For more information:

Grant programs must comply with the most recent income guidelines as determined by HUD.

Prospective applicants are required to attend a pre-application orientation, scheduled for 10:00 AM, Thursday, January 22, 2009 in the Strother Conference Room in the City Hall, before submitting applications. Applications will be accepted (postmarked) no later than 5:00 P.M. on February 27, 2009.

The applicant will be expected to contribute a share of the fix-up cost. The homeowner's contribution will not be below $20 or above $500, and will be scaled based on income.

The maximum grant will be $10,000 per household. To get maximum impact from the funds available, the City will prioritize applications based on the greatest need in terms of household income and needed repairs. Grants in excess of the $10,000 limit will require approval by the Grant Administrator. Applications will be selected in August for participation in the program.

Lee's Summit Accessibility Modifications Program (LAMP)/(CDBG grants for the disabled)
LAMP is a pilot program designed to provide accessibility modifications to residences allowing qualified individuals with disabilities to better fulfill their abilities to use their homes, and to gather information on the real need for this type of modification for future planning.
